In a small saucepan, bring the milk to a slow simmer over medium heat.
Add in the white chocolate chips, cookie butter, and vanilla extract. Stir to combine, until the chocolate has melted and milk is heated through, about 5-7 minutes.
Spread some cookie butter around the edges of 2 mugs.
Place the toffee bits into a plate, and dip the mugs upside down into the toffee bits, one at a time, to line the rim of each mug.
Divide the hot chocolate into each mug, top with whipping cream, toffee bits and a cookie.
