To make dressing, whisk together sake, lime juice, soy sauce, ginger, oil, and brown sugar in small bowl.
Sprinkle steak with salt. Spray ridged grill pan with nonstick spray and set over medium-high heat until very hot. Add steak and cook until instant-read thermometer inserted in centre registers 145°F (63°C) for medium, 3–4 minutes per side. Transfer steak to cutting board and loosely cover with foil; let stand 2–3 minutes. Cut across grain into 12 slices. Transfer steak to medium bowl. Drizzle with half of the dressing and toss to coat well.
Layer tortillas evenly with steak, snow peas, scallions, bell pepper, and cilantro. Roll up wraps and serve with remaining dressing.
