Peel and cut potatoes into ¾-inch (2 cm) cubes; cook in a saucepan of boiling, salted water just until tender, about 6 minutes. Drain well.
Heat a 9- or 10-inch (23 or 25 cm) stick-resistant skillet or cast iron fry pan over medium-high heat; add oil. Cook sausage and green pepper, breaking sausage up with wooden spoon, until sausage is cooked through, about 5 minutes. Stir in onions, paprika, salt, pepper and potatoes; cook for 2 minutes.
In a bowl, beat eggs with milk until frothy; pour evenly over sausage mixture; sprinkle with cheese.

Transfer skillet to preheated 350°F (180°C) oven; bake until puffed and set in centre, 35 to 40 minutes. Remove to a rack and let stand for 10 minutes. Run spatula around and under frittata; slide out onto cutting board or serving platter; slice into wedges.
