Preheat oven to 350F.
Heat oil in a large stove-top frying pan at medium-high
Cut beef into bite size pieces and add to pan. Toss until meat is no longer pink.
Add prepared garlic and pepper to meat while it is browning.
Add onion, celery and mushrooms to pot as you chop them.
Turn oven off and place buns in pre-warmed oven.
Rinse carrots in colander under cold water and add to frying pan.
Add the following to the frying pan in this order: canned tomatoes, brown beans, ketchup and whole drained potatoes. Stir and heat on medium for 10 minutes or until carrots are tender.
